This event will bring together industry experts and stakeholders explore the key proposals for reforming the UK’s business rates system.

The discussion will examine a range of potential reform options that have been considered to improve or reform the current business rates system – as well as provide us with an opportunity to consider what the upcoming Budget measures might mean for the sector.

Potential reforms for discussion include:

  • Real Rates Reform – to fund a reduction in rates through an online sales tax
  • CBI’s slab to slice – to introduce an ‘income tax style’ tax free threshold and remove cliff edges in the system
  • Commercial Property Levy – exploring the potential introduction of a levy on commercial property rents.
  • Land Value Tax (LVT) – considering the potential role of land value taxation as an alternative approach.

The event will provide an opportunity to consider the merits and challenges of these different approaches, assess their potential impact on businesses and the property sector, and discuss what a fairer, more predictable and sustainable business rates system could look like. We’ll also have an opportunity to reflect on RE:UK’s current policy asks in light of the the Autumn Budget.

  • James Burchell, Tellon Capital, and Co-Chair of the CBI Business Rates working group
  • Ros Morgan, Chair of the Real Rates Reform Campaign and Chief Executive, Heart of London Business Alliance
